Russia’s Foreign Ministry renewed its warning on October 3 to foreign nationals, including diplomatic mission staff, against remaining in Ukraine or travelling there. The ministry said Russian forces would continue what it called “massive retaliatory strikes.” It said many embassies were still operating in Kyiv and foreign officials continued to visit Ukraine despite earlier warnings. The statement cited its May 25 warning asking foreign citizens and diplomats to leave Kyiv and residents to stay away from military and administrative infrastructure.
