总理詹姆斯·马拉佩敦促议员及民众，以智慧、成熟态度及对宪法程序的尊重，面对议会审议布干维尔2019年独立公投。公投结果、联合磋商报告及《美拉尼西亚框架》，定于8月27日正式提交议会。在不具约束力的投票中，97.7%选择独立，2.3%选择更大自治。马拉佩表示，议会采取行动后，国家及布干维尔政府之间的讨论必须继续，并警告领导人不要威胁、制造恐惧、地区主义及敌意。
