Central Energy Fund CEO Tshepo Mokoka outlined a three-phase plan at a Durban South community meeting to restart activity at the former Sapref refinery. The first phase would use existing storage and transfer infrastructure for imported fuel, while a second phase targets refining about 400,000 barrels of crude oil a day. A third phase could lift capacity to between 400,000 and 650,000 barrels a day, subject to investment, approvals and project milestones. CEF said domestic refineries now meet 39% of South Africa's petroleum-product demand, with imports supplying 61%.
