Japan Plans Patrol-Boat Talks With Kenya Under Expanded Security Aid

Japan is in final-stage coordination to add about 12 countries to its FY2026 Official Security Assistance program, with Kenya among five new recipients. Planned talks with Kenya will focus on patrol boats, while the number, class, cost and delivery schedule remain undisclosed. Japan has budgeted about ¥18.1 billion for the program and plans to broaden aid from dual-use equipment and components to fully assembled defense equipment. A Japanese delegation inspected Kenyan naval facilities in July and discussed surveillance, rapid response, mobility, vessel integration and maintenance with Kenyan defense officials.
