New Zealand Government Proposes 4% Cap on Annual Council Rate Increases

The New Zealand government proposed capping annual council rate increases within an initial 2% to 4% target range, with a 4% ceiling, Local Government Minister Simon Watts announced. Councils would need to consider the range when preparing long-term plans from July 1, 2027, and the cap would take full effect on July 1, 2029. Time-limited exemptions would cover exceptional events such as natural disasters and cases where a council demonstrates prudent financial management after consulting residents.
