The Trump administration has sent a classified civil-nuclear cooperation agreement with Saudi Arabia to Congress for a 90-day review under the Atomic Energy Act. The Section 123 pact, signed July 22 by U.S. Energy Secretary Chris Wright and Saudi Energy Minister Prince Abdulaziz bin Salman, would support a decades-long partnership involving U.S. technology, safety and nonproliferation cooperation. Administration officials said it would move forward only if Saudi Arabia joins the Abraham Accords; Riyadh has not publicly accepted that condition. Congress can allow the agreement to take effect without a vote or pass a joint resolution rejecting it during the review period.
