Colombia’s Constitutional Court Upholds Most of Pension Reform, Sends Nine Articles Back

Colombia’s Constitutional Court has upheld most of the country’s pension overhaul in a 7-1 ruling, while returning provisions from nine articles and one proposed new article to the lower house. The Chamber of Representatives has 30 business days after formal notification to correct the defects and send its record back. The preserved reform replaces competition between public and private regimes with four complementary pillars, keeps retirement ages at 57 for women and 62 for men, and maintains a 16% contribution rate. Upheld provisions are scheduled to take effect April 1, 2027; returned provisions still require congressional correction and renewed court review.
