I don’t think we will have negotiations before parliamentary “elections” in Russia end. But at the end of September, we will have an opportunity to meet with an American team in New York. Meanwhile, our teams are in touch. And I hope we can be more open about all of this after a meeting with President Trump. When we speak about the potential outcome of a trilateral meeting, our partners are now raising the issue of exports of grain and other agricultural goods that Russia blocks in the Black Sea. We responded and did the same. We have to respond, otherwise Russia will never stop this war, because it will never feel it. Same with energy. Last month, I had important conversations with Egypt, India, the UAE, Saudi Arabia, and the United States. Everybody understands that the blockade of food for the world – for the people – is a big challenge. Not only for Ukraine and Russia, but globally. All of this is up to Russia. I’m not sure they can show flexibility in these matters. But strong leaders of the world can move them to the right position, even if they don’t like it. From the press conference with Mark Carney.
Overall, today’s arrangements amount to more than $2 billion – including a government package of more than $1 billion for our defense, primarily to protect our skies: missiles for Patriots, munitions for F-16s, and drone coproduction. There are also arrangements for our energy sector and our joint initiatives. Ukraine and Canada will always be friends and will always make each other stronger. I am grateful to Canada for our energy arrangements – this is important. We have concrete arrangements in the energy sector that will strengthen us both ahead of this winter and over the longer term. Canada is also ready to support our Ukrainian veterans. A Veterans Fund will be established, and I am grateful to Canada for its contribution to this fund – $40 million – which will support our programs for veterans. I am grateful to Canada for the new defense package. Above all, it will strengthen our air defense – both our Patriots and our combat aircraft, which down Russian jet-powered “shaheds.” Our pilots are also being trained here in Canada – 21 Ukrainians are undergoing training, and this will be a significant reinforcement – together with other countries that are training our people at various stages to operate combat aircraft. Today, we reached an agreement on the Drone Deal, and the first document has been signed. I am grateful to Canada and Prime Minister @MarkJCarney for talks that are always substantive and focused on what can help protect lives right now. We discussed in detail the options for ensuring Ukraine’s financial resilience this year and next. Thank you for your readiness to help secure the necessary financing for our budget needs and for our warriors. I also spoke about the virtually constant Russian ballistic missile and drone strikes. Mark assured me that Canada is ready to join our European anti-ballistic missile program FREYJA with its technologies. This is a necessary and timely step. There will also be additional defense deliveries. Of course, we also had a meaty discussion about promising bilateral projects in defense and the economy. In particular, our teams are currently working on the Drone Deal. We expect to reach a full-fledged agreement in the near future. Thank you, Mark! Today in our city of Pavlohrad, the Russians killed people with drones who were simply near shopping malls. As of now, four people have been reported killed… My condolences to their families and loved ones. More than 60 people were wounded in this strike alone. Everyone is receiving the necessary assistance. Dozens of people were also wounded in Kramatorsk by Russian bombs that struck residential buildings. Other cities and communities in the Dnipro and Donetsk regions, as well as the Sumy, Chernihiv, and Kharkiv regions, also came under attack. In the evening, Dnipro and Kyiv were also targeted. We are working as intensively as possible with our partners so that we can protect Ukrainians from this Russian terror. Today, there will be decisions on additional support packages for Ukraine, including defense assistance and support specifically for protecting our skies. We are also preparing additional support packages. The world sees what Russia is doing. And Ukraine will have support. One hundred percent of our attention is focused on this now – concrete strengthening of our defense, concrete funding for defense, and concrete opportunities for weapons manufacturers to protect lives. Over the past 24 hours, our warriors struck eight Russian infrastructure facilities supporting the war. An oil refinery in the Yamalo-Nenets region and a seaport in Dagestan were hit. Sites in the Moscow, Voronezh, Astrakhan, and Bryansk regions were also struck. Russia continues its daily terror against Ukraine. And every day, it receives a just response. I thank every warrior and everyone who enables our long-range capabilities and precision.
Arrived in Canada. Canada has been and remains one of our closest partners. We value all the support from Canadians and the decisions that help Ukraine stand strong and protect our people. Important meetings and agreements are planned that will shape our cooperation and solidify the already strategic level of our relationship for years to come. Обговорили підготовку України до зимового періоду, захист нашої енергетики й посилення протиповітряної оборони. Розраховуємо на подальшу співпрацю та внески Ісландії до Фонду енергетичної підтримки. Надана раніше допомога вже дає конкретні результати, і ми вдячні за це. On my way to Canada, I met with Iceland’s Minister for Foreign Affairs, @thorgkatrin. We discussed Ukraine’s preparations for the winter, the protection of our energy sector, and strengthening our air defense. We count on continued cooperation and Iceland’s contributions to the Ukraine Energy Support Fund. The assistance provided earlier is already yielding concrete results, and we are grateful for that. We also discussed cooperation in the technology and defense sectors, where Ukraine is ready to share its experience with partners. I am grateful to Iceland for its support.
We paid our respects to King Harald V. Ukraine will always be grateful to Norway for all its assistance. This support comes not only from the government, but also from the Royal Family and all the people of Norway. I recall with gratitude our warm meeting with His Majesty and the special attention he paid to Ukraine. He was a monarch who, for over 35 years, embodied Norway – its openness, dignity, and respect for people. Over that time, our bond with Norway has grown especially strong. We are grateful that Norway has stood with Ukraine all these years. Thank you for the decisions that are helping us protect people and stand firm today.
Thank you for this accuracy and long-range capability! It is important that we respond to Russia’s war in a completely justified way – and in a way the enemy can truly feel. Every such strike reduces Russia’s ability to delay the decisions needed for diplomacy.
Rescue operations are now underway in various regions of our country following Russian drone strikes. In Sumy, a Russian drone struck near a shopping mall. So far, two people are known to have been killed and fourteen others wounded. A brutal strike on a nine-story apartment building in Kyiv killed one person and injured seven, including two children. The Russians carried out large-scale attacks on Mykolaiv overnight and throughout the morning. Tragically, two people were killed and seven others wounded. My condolences to the families and loved ones of those killed. Right now, it is important for all partners to focus as much as possible and work on the relevant steps toward de-escalation and an end to the killing. We discussed this both with the U.S. President’s team and with European representatives. If this Russian war continues, all the terrorist attacks and terrorist tactics that Russia is testing in Ukraine – and against which we are seeking and building defenses – could become tools for exerting the same kind of pressure on other countries as well. This is not just about one country. Terror is always a threat to many, and we must counter it together. Thank you to everyone who is truly helping protect lives!
Norwegian Prime Minister @jonasgahrstore and I met with executives from defense companies of partner countries. The main topic was the FREYJA anti-ballistic program, which can provide Europe with integrated protection against air threats through the joint efforts of Ukraine, Denmark, France, Germany, Italy, the Netherlands, Norway, Spain, Sweden, and the United Kingdom. Together with the leadership of FirePoint, Kongsberg, Weibel, Saab, Diehl Defence, Hensoldt, Thales, Safran, Sener, and Leonardo, we agreed on the specific steps leaders and government officials need to take at their level, and manufacturers and developers at theirs. We expect to see the first practical results. I am grateful to Norway for hosting this meeting. I thank our partners for their readiness to work together. Protecting Europe’s skies is our shared responsibility.

We are responding to Russia’s daily terrorist strikes – effectively and practically across its entire map. Over the past 24 hours, there have been results in Novorossiysk, in the Krasnodar region. A naval base was hit, including a terminal used to load oil, military port facilities, and warships carrying Kalibr missiles. I thank the warriors of the Security Service of Ukraine, the Unmanned Systems Forces, the Ukrainian Navy, Defense Intelligence, and the State Border Guard Service for their precision. I thank everyone developing our long-range sanctions capabilities, so that Russia’s war is increasingly felt where it came from.
This morning in Kyiv, a Russian drone struck an apartment building. Four people were injured. As always, our rescuers responded swiftly, and the fire has now been extinguished. Last night in the Odesa region, the international Starokozache border crossing with Moldova was hit. Operations there have been suspended. Tragically, two people were killed and three others were injured. Sixteen people were evacuated by rescuers. My condolences to the families and loved ones of the victims. Efforts are also underway to deal with the aftermath of the Russian attack in the Dnipro, Mykolaiv, Zaporizhzhia, Kharkiv, Zhytomyr, and Kyiv regions. Unfortunately, there has been too little response from the international community to these strikes, which are taking people’s lives practically every day. But a response is needed – Moscow must not go into the winter believing that it can get away with missile and drone terror without consequences. The aggression must be stopped here and now, before it spreads any further. And it is important that sanctions and support for Ukraine work effectively toward this goal. The partners who can help know exactly what is needed every day. And I thank everyone who is helping to the best of their ability.
