The alternative is increased government debt issuance (state debt is 31.3 trillion as of March 2026), but at a 15% interest rate the cost of servicing the debt is 15%+ of the budget. The military multiplier of 1.5x (every ruble of military spending generates 1.5 rubles of GDP) does not compensate for the crowding out of the civilian sector over a horizon of more than 2 years.”
