24 States and D.C. Sue Postal Service Over Mail-Ballot Rule

Twenty-three state governments, the District of Columbia and Pennsylvania Governor Josh Shapiro sued the U.S. Postal Service over its final Ballot Mail for Federal Elections rule, representing 24 states plus D.C. The complaint says the rule unlawfully gives the Postal Service authority over mail-voting administration and seeks urgent declaratory and injunctive relief before the November 3 midterms. The rule establishes a federal ballot-mail portal, state participation lists, envelope-design standards, barcodes and Postal Service review. USPS says it will not implement the rule for the 2026 election while existing injunctions remain, but could proceed if the government obtains timely relief.
